Inscale Architects designed a 5,000-square-foot municipal facility for Youngsville Borough, navigating a uniquely constrained site where three existing buildings needed to remain in service throughout construction. Maintaining continuous access for maintenance operations and vehicle storage was a key design priority.
The new Borough Building was carefully configured to wrap around an active water treatment facility, which could not be taken offline. This strategic layout preserved existing traffic patterns while establishing separate entrances for employees, the public, and the police department, improving circulation and safety across the site.
Inside, the program includes a large public meeting room, locker and restroom facilities for maintenance staff, a dedicated office suite, and a fully equipped police department—creating a cohesive civic hub that supports the community’s daily operations with efficiency and accessibility.
